IF you're a registered voter in B.C. there's a 48 per cent chance you did not vote on election day. In 1983, 70 per cent of eligible British Columbians voted in the provincial election. Does that disparity mean we should ditch first past the post and switch to proportional representation or a single transferable vote system?
